I feel like goin' surfin' in a hurricane~
Nocturne is taking the unusual, ah, weather slightly better than most, at least in that he is rather calmly paddling around on a very large surfboard. Well, "paddling" might not be the right term; he's sitting on it with his legs crossed and playing his sitar, and as a result it's moving at a sedate pace counter to the current. Hydrokinesis has its benefits. At the moment he appears to be playing, with a possibly misplaced sense of humor, "Surfin' USA."
The board is large enough to easily rescue one or two people, which is in fact what he appears to intend to be doing. He's looking around for anyone who seems to be in trouble and rather wishing he'd managed to find one of those big inflatable rafts. Those would help a lot, especially since the does not as yet have any particular destination in mind.

[Picking up you and your inner tube now and settling you on the board.]

It's okay, you're all right now. Let's find you somewhere that doesn't spin where you can rest for a while, huh?

Where'd you learn to play, mister?

Oh, here and there. I started out on a ukulele, actually.

Hey, could you teach me?

[He pats Palkia's shoulder.]
And I caught him back home.

Trying to keep spirits up with a song? [Well, your misplaced sense of humor won't go to waste. He's got a bit of a smile pulling at the corners of his lips.] An interesting choice.

I'm sorry, but have we met before? You speak as if you know me, but I'm fairly certain I've never seen you before this.
[It's really perplexing to him--he doesn't know about doubles yet.]
