It's a dressing room, or more explicitly, a cross-roads between dimensions. You're familiar with the Infinite Worlds theory, and this is similar, in that there are infinite incarnations of various people. You'll find that there are several of the keyblade master, in addition to multiples of VIII and XIII.

Among those here, there seem to be the most of VIII. I have yet to encounter any of V and II, save what appears to be a replicated experiment of him. That doesn't mean there aren't any, but we can infer that they are at least relatively uncommon.
