Yes, it is a bit surprising, but at the time of his explanation a strange substance had filled the air-- a sort of truth serum, as it were; perhaps this is the cause, or it could be that the memories were merely suppressed, not entirely missing.

It's entirely possible. If his life were as conflicting as he implied, then I can see why he would wish to forget. It could also be that his arrival in this world helped to awaken his memories, so to speak; I've seen stranger things, honestly.

One that must be taken into account, more importantly. After all, Xehanort only spoke of this during the effects of the truth gas; it's likely that he won't be near as open now that it's no longer in effect.

I suppose an option would be to surreptitiously expose him to more of the serum; it is in decent supply in one of the laboratories.

I'm not entirely sure what had occurred, but my assumption would be that, just as they had occurred a year prior, someone may have accidentally broken one of the bottles with the serum inside, leading to its spread in gaseous form.

Evidently, yes. Perhaps its container is consistently cooled so to keep it in liquid form; if that is the case, then it must have a relatively low boiling point to almost immediately turn into gas upon contact with the air.

Indeed... Strangely enough, however, not everyone is effected; while some may be compelled to speak the truth, others are resistant, although Xehanort was effected previously.

I suppose an option would be to gather a sample of the gaseous substance small enough to expose a small area, though that in itself could prove difficult.
